الرقابة القبلية لنفقات البلدية وترشيد الانفاق العام

Résumé: الملخص: إن فرض الرقابة المالية المحلية على نفقات ميزانية البلدية حديثة النشأة والتطبيق، تخضع لقوانين تضبطها وتنظمها لتضمن الأداء الجيد لهذه الرقابة الوقائية التي تراقب في الأساس الإسناد الصحيح للنفقة ومدى مشروعيتها وقانونيتها ، ومدى التـزام البلدية بالإجراءات لتجنب ارتـكــاب الأخــطــاء التي قد تـكلف نفقــات إضافية و إلى إهدار المال العام . إن الهدف من إخضاع البلديات للرقابة القبلية الممارسة من طرف المراقب المالي حسب رزنامة، يهدف إلى التخلص من العجز المستمر في ميزانية البلدية ، والوصول إلى ترشيد الإنفاق المحلي. الكلمات الدالة: النفقات العمومية ، نفقات البلدية ، الرقابة القبلية ، ترشيد الإنفاق. Abstract: The requirement of local financial control on the communal budget expenditures which have applied recently, undergo to laws that organize and adjust it , for ensure a good function of this preventive control which controls on the basis of the right reference of the expenditure as well as its legality and at what point in the commune is committed with the procedures to avoid the mistakes which involve additional expenditure and the poor stewardship of public funds. The purpose of subject is Commons the control appropriate by the Financial Controller following a calendar, its purpose to eliminate the deficit streaming of the municipal budget , and to achieve the rationalization of the local expenditure.
