تحديات إنشاء مقاولة صغيرة ومتوسطة وآليات دعمها

Résumé: الملخص : تعتبر المقاولة الصغيرة والمتوسطة في الوقت الحالي الدافع الاساسي لعجلة التنمية في كثير من الدول المتقدمة والنامية على حد سواء، والجزائر كغيرها من البلدان النامية سعت خلال العقود الأخيرة إلى تفعيل دور المقاولة الصغيرة والمتوسطة، لتساهم بشكل أفضل في النمو، وكرست مختلف الاليات لدعم وتنمية المشاريع المصغرة. في هذا الإطار حاولنا من خلال هذه الورقة البحثية، تحديد مفهوم المقاولة، والخطوات الاساسية لإنشاء مقاولة صغيرة ومتوسطة، بالإضافة الى تحديد المشاكل والعراقيل التي تواجهها، مع ابراز اليات دعمها وتنميتها. والنتيجة التي خلصنا لها ان خطوات انشاء مقاولة صغيرة ومتوسطة تبدا كلها بفكرة، ولما تمتزج بعنصر الابداع تؤول الى ابتكار مشروع ناجح وريادي، تتخلله روح المبادرة المقاولاتية التي لا تهاب المخاطرة. SME is currently the main driver of development in many developed and developing countries alike, and Algeria, like other developing countries, has sought in recent decades to activate the role of SMEs, to contribute better to growth, and devoted various mechanisms to support and develop micro-enterprises . In this paper, we have attempted to define the concept of entrepreneurship, the basic steps to establish a small and medium-sized enterprise, in addition to identifying the problems and obstacles facing it, while highlighting the mechanisms of support and development. Our conclusion is that the steps to start a small and medium-sized enterprise start with an idea, and when combined with the element of creativity, lead to the creation of a successful and entrepreneurial project, interspersed with entrepreneurial spirit that does not fear risk.
