الجماعات المحلية كأداة لتحقيق التنمية المحلية المستدامة في الجزائر

Résumé: تهدف هذه الدراسة إلى تبيان مساهمة الجماعات المحلية في تحقيق التنمية المحلية المستدامة في الجزائر، من خلال وضع البرامج والمخططات التنموية بما يتوافق مع احتياجات المواطنين؛ فاعتمادنا على المنهج الوصفي التحليلي، لنستنتج أنّه من أجل تحقيق التنمية المستدامة محليا، لابد من المساهمة الفعالة للجماعات الإقليمية في العملية التنمويّة لدورها المحوريّ، من خلال منظومة قانونية قوية وإدارة فعالة بمشاركة كلّ الفواعل الرّسميّة وغير الرسميّة، وتشجيع الاستثمار المستدام، لتوسيع مصادر الدخل المحليّ، ودفع عجلة التنمية بمجالاتها المختلفة لتحسين الخدمات والاستجابة لمتطلبات المواطنين. This study aims to demonstrate the contribution of local communities for achieving sustainable local development in Algeria, through the programs and plans development within the needs of citizens; so we relied on the descriptive analytical approach. To conclude that in order to achieve sustainable development locally, the active participation of local communities in the process is essential for their pivotal role through a strong legal system and effective management with the participation of all the formal and informal actors and the encouragement of sustainable investment in order to expand the sources of local income and push the development wheel in its various fields to improve services and respond to the requirements of citizens.
