الشمول المالي الرقمي كمدخل لتحقيق التنمية المستدامة -التجربة الإماراتية نموذجا وإمكانية الاستفادة منها بالجزائر-

Résumé: هدفت هذه الدراسة ضمن إطار وصفي تحليلي إلى إبراز الدور الذي يلعبه الشمول المالي الرقمي في تحقيق التنمية المستدامة، وهذا بالإسقاط على أحد التجارب العربية المهمة في المجال ألا وهي الامارات العربية المتحدة، مع إمكانية الاستفادة منها في الجزائر. وقد خلصت الدراسة إلى الأهمية الكبيرة التي يكتسيها الشمول المالي الرقمي في تحقيق 13 هدفا من أهداف التنمية المستدامة (2030)، كما برز من خلال الدراسة نجاح الامارات العربية بشكل كبير في تعزيز الشمول المالي الرقمي بفضل الجهود المبذولة في مجال تشجيع المدفوعات الرقمية وتطوير البنية اللازمة، بالشكل الذي انعكس على مؤشرات التنمية المستدامة في المنطقة، وفي المقابل من ذلك لا تزال مستويات الشمول المالي ضعيفة في الجزائر، مما يتطلب ضرورة الإسراع في تطبيق الإصلاحات الضرورية من أجل تعزيز مستويات التنمية المستدامة في المنطقة. This study aimed, within a descriptive and analytical framework, to highlight the role played by digital financial inclusion in achieving sustainable development, by projecting on one of the important Arab experiences in the field, which is the United Arab Emirates, with the possibility of benefiting from it in Algeria. The study concluded that digital financial inclusion is of great importance in achieving 13 of the Sustainable Development Goals (2030). The study also demonstrated the great success of the UAE in promoting digital financial inclusion due to the efforts made in the field of encouraging digital payments and developing the necessary infrastructure, in a way that was reflected in the indicators of sustainable development in the region. On the other hand, the levels of financial inclusion are still weak in Algeria, which requires the need to accelerate the implementation of the necessary reforms in order to enhance the levels of sustainable development in the region.
