تغير المناخ واشكالية العلاقة بين البيئة والتنمية في إبرام الصفقات العمومية

Résumé: تتمحور إشكالية هذه المقال في التطرق إلى أهم التهديدات البيئية التي تؤثر على الامن البيئي بشكل عام ، والإنسان بشكل خاص وهي ظاهرة تغير المناخ وانعكاساتها على تلوث المنابع المائية وتآكل الغابات الطبيعية ،و ازدياد معدلات حرارة الأرض ومدى تأثير هذه الظاهرة على البيئة ، وكذلك العلاقة بين تحقيق التنمية الاقتصادية ورفع مستويات المعيشة للإنسان و بين الحفاظ على التوازن البيئي وخاصة في مجال مجال الصفقات العمومية، بمعنى آخر كيف يمكن لظاهرة تغير المناخ سواء الطبيعية او التي يتسبب الإنسان فيها ان تأثر على التوازن الطبيعي ومنه التأثير على التنمية في مجال عقود الصفقات العمومية؟ This article deals with the most important environmental threats facing the environment in general, and the human being in particular, which is the phenomenon of climate change. This latter has several effects such as pollution of water sources, erosion of natural forests, as well as the increasing in global warming rates and so in General impacts on the environment vival elements. This article look at the relationship between achieving economic development and raising living standards for human beings and between maintaining the environmental balance, in the legal framework of public deals. In another sense how can the phenomenon of climate change affect the natural balance, and so the development in the field of Public deals ?
