مساهمة الجباية المحلية في تمويل ميزانية الجماعات المحلية - دراسة ميدانية لمديرية الضرائب غرداية (2016-2018)

Résumé: تهدف هذه الدراسة إلى تحديد مساهمة الإيرادات الجبائية المحلية في تمويل ميزانية الجماعات المحلية و كيفية التمويل والتي تعتبر الممول الرئيس لها وذلك كون ان الجباية تمول الجماعات المحلية بنسبة تفوق 90 % من مجموع الإيرادات وذلك من خلال دراسة حالة مديرية الضرائب لولاية غرداية وكيفية تمويل مختلف بلديات غرداية كما أوضحت الدراسة ان التمويل للبلديات يكون سواءا عن طريق الضرائب والرسوم بتمويل كلي او جزئي وسلطت الضوء على أهم ضريبة تمولها وهي الرسم على النشاط المهني الذي يمولها بنسبة تفوق 60 %هذا الأخير يتأثر بكل الإصلاحات والتعديلات في مجال الضرائب وصدور القوانين المالية الجديدة ودراسة وتحليل التأثيرات خلال السنوات التالية من الي 2018 من خلال دراسة بعض القوائم المالية والإحصائيات The aim of the study is to determine the contribution of the local tax revenues to the financing of the local community budget,since the collection of local collections by the local communities by more than 90% of the total revenues through the case study of the tax administration of Ghardaia and how to finance the various municipalities of Ghardaia.
