دور جماعات الضغط في رسم السياسة العامة في الولايات المتحدة الأمريكية دراسة حالة (ايباك)

Résumé: تناولت الدراسة دور الايباك كجماعة ضغط على عملية رسم وصياغة السياسة العامة في الولايات المتحدة الامريكية والتي هي من الامور الرئيسية التي تنعكس على الاستقرار والأمن الداخلي في الدولة، وتحدد أولويات الدولة وتوجهاتها في السياسة الخارجية لجميع دول العالم، اذ تتأثر السياسة العامة في الولايات المتحدة بالعديد من المؤثرات الرسمية وغير الرسمية، ولأن الولايات المتحدة من الدول الليبرالية التي يتعاظم فيها دور الفواعل غير الرسمية حيث تلعب دورا كبيرا في التأثير على السياسات العامة كجماعات الضغط التي تتمتع بنفوذ وقوة في التأثير على صانعي السياسات العامة في الولايات المتحدة وتبرز أهميتها من الدور الكبير الذي تلعبه في التأثير على نتائج الانتخابات الأمريكية . تعد جماعة الآيباك (اللجنة الإسرائيلية الأمريكية للشؤون العامة) من أهم جماعات الضغط في الولايات المتحدة حيث أنها تتمتع بنفوذ وقوي وقدرة كبيرة في التأثير على صانعي السياسات العامة في الولايات المتحدة، وتكمن أهمية جماعة الآيباك كونها من ابرز الجماعات المهتمة في الشؤون الإسرائيلية وتسعى لجعل سياسة الولايات المتحدة متوافقة مع المصالح الإسرائيلية . The study dealt with the role of AIPAC as a pressure group on the process of drawing and formulating public policy in the United States of America، which is one of the main things that can be reflected in stability and internal security in the country. Besides، it determines the priorities and orientations of the state in the foreign policy of all countries all over the world. As public policy in the United States، it is affected by many Official and unofficial influences because the United States is one of the liberal countries in which the role of informal actors grows. Furthermore، it plays a major role in influencing public policies، such as pressure groups that have influence and power in influencing policymakers in the United States. Thus، their importance emerges from the large role it plays in impacting the results of the American elections. The AIPAC group (American- Israeli Public Affairs of Committee) is one of the most important pressure groups in the United States as it has influence، power، and great ability to influence policymakers in the United States. The importance of the AIPAC group being one of the most emerged groups interested in Israeli affairs and seeks to make the United States policy is compatible with Israeli interests.
