متطلبات تطبيق الإدارة الإلكترونية ومعوقاتها في الإدارة الجزائرية

Résumé: إن المؤسسات الجزائرية اليوم تسعى إلى كسب تحديات العصر ومسايرة التطورات وهذا لا يتأتى إلا بتوفير جملة من المتطلبات، وبما أن الإدارة الإلكترونية هي عملية تطويرية ونشاط اتصالي تفاعلي حديث يعمل على ربط البيئة التنظيمية بمجتمع المعلومات فإنها تحتاج إلى إمكانيات مادية وبشرية محددة؛ حيث أن تطبيقها في ظل عدم توفر الإمكانيات المادية والبشرية أمر لا فائدة منه، نتيجة بطء الأداء وعدم الاستفادة من السرعة والدقة التي توفرها الإدارة الإلكترونية. وعليه فقد حاولت هذه الدراسة أن تسلط الضوء على المتطلبات الأساسية لتطبيق الإدارة الإلكترونية والتعرف على أبرز مراحل التحول إليها، مع الإشارة إلى الصعوبات التي تعرقل هذه العملية بشكل عام. Abstract: Algerian institutions are now seeking to overcome the challenges of computerizing their management systems and keeping abreast of developments. This can only be done by providing a set of requirements. IT management of data is a process development and modern interactive communication that works to link the different institutions and organizations. This process needs specific material and human resources. The lack of these makes the process of IT data management unable to provide the expected virtues of its such application; data transfer speed and accuracy. This study attempts to shed light on the basic requirements for the application of IT management and identify the most important stages of its introduction into the activity of institutions and finally, to highlight the difficulties of this process as a whole.
