دور الوسائط الرقمية في نشر ثقافة حقوق الإنسان بين النخب الأكاديمية الإعلامية " دراسة ميدانية لآراء عينة من النخب في ليبيا والجزائر "

Résumé: ملخص: تهدف هذه الدراسة الى التعرف على دور الوسائط الرقمية في نشر ثقافة حقوق الانسان بين النخب الأكاديمية الإعلامية ، من خلال دراسة ميدانية لآراء عينة من النخب في ليبيا والجزائر تعتبر هده الدراسة من الدراسات الوصفية التي تعتمد على منهج مسح جمهور وسائل الاعلام ،اعتمد الباحثان في هذه الدراسة على أداة الاستبيان الالكترونية أعتمد الباحثان في هذه الدراسة على العينة العشوائية البسيطة وهم النخب الاكاديمية الإعلامية في دولتي ليبيا والجزائرمكونة من (84)مفردة موزعين بالتساوي (42) من كل دولة . توصلت الدراسة لمجموعة من النتائج أهمها: 1. النخب الاكاديمية الإعلامية في ليبيا والجزائر يعتقدون بأن الوسائط الرقمية ساهمت بشكل محدود في تنمية ثقافة حقوق الانسان والتي بلغت نسبتهم (53.6%). 2. النخب الاكاديمية الإعلامية في ليبيا والجزائر يعتقدون بأن الوسائط الرقمية أترث بشكل ايجابي في تسليط الضوء حول الانتهاكات حول حقوق الانسان والتي بلغت نسبتهم (67.9%). 3. أن آليات تفعيل دور الوسائط الرقمية في نشر ثقافة حقوق الانسان بين النخب تمتلث في : صياغة الوعي المجتمعي حول حقوق الانسان .والتي بلغت نسبتهم (57.1%) من أفراد العينة. يليها التوعية بأهمية نشر ثقافة حقوق الانسان والتي بلغت نسبتهم (55.9%) من أفراد العينة. 4. اهم المعوقات التي تواجه النخب الاكاديمية الإعلامية في ليبيا والجزائر لنشر ثقافة حقوق الانسان عبر الوسائط الرقمية كانت المعوقات السياسية والتي بلغت نسبتهم (73.8%) Abstract: This study aims to identify the role of digital media in spreading the culture of human rights among academic media elites, through a field study of the opinions of a sample of elites in Libya and Algeria. On the electronic questionnaire tool, the researchers in this study relied on a simple random sample, who are the media academic elites in the countries of Libya and Algeria, consisting of (84) individuals distributed equally (42) from each country. The study reached a set of results, the most important of which are: 1. The media academic elites in Libya and Algeria believe that digital media have contributed in a limited way to the development of a culture of human rights, which amounted to (53.6%). 2. The media academic elites in Libya and Algeria believe that digital media have a positive impact on shedding light on violations of human rights, which amounted to (67.9%). 3. The mechanisms for activating the role of digital media in spreading the culture of human rights among the elites are: Formulating societal awareness about human rights, which reached (57.1%) of the sample members. Followed by awareness of the importance of spreading the culture of human rights, which reached (55.9%) of the respondents. 4. The most important obstacles facing the media academic elites in Libya and Algeria to spread the culture of human rights through digital media were the political obstacles, which amounted to (73.8%)
