Résumé: يتمتع الموظف العام بمجموعة من الحقوق، و يلتزم بمجموعة من الالتزامات و هذا وفقا للقانون الأساسي العام للوظيفة رقم 06/03، و من هذه الالتزامات نجد الالتزام بعدم إفشاء السر المهني، إذ أن هذا الأخير هو الذي نقيس به مدى ولاء الموظف لدولته. و لذلك تضمنت كل التشريعات هذا الالتزام و رتبت عليه المسؤولية الجزائية والتأديبية و المدنية عند إفشائه. The public employee posses a set of rights and is adhered by a set of obligations accordance to the General Basic Law of Job No. 06/03. From these obligations is the obligation to not reveal professional secrecy. As the latter is the measure of the employee's loyalty to his country. Therefore, all the legislations included this obligation and arranged criminal, disciplinary and civil liability upon its disclosure
