جيوبولتيكا الهجرة: أي دور للديموغرافيا في فهم العلاقات بين الدول؟

Résumé: تندرج الدراسة المقدمة ضمن بحث استكشافي لظاهرة الهجرة، وتتنزل الدراسة ضمن نسق بحثي يستهدف الحفر في التحول المعرفي الذي أحاط بالهجرة كظاهرة متعددة الامتدادات اجتماعيا وسياسيا واقتصاديا وأنثروبولوجيا، لذلك تحاول الورقة البحثية استقصاء بعد جديد هو البعد الجيوبوليتيكي ومدى إمكانية تحول الهجرة كأداة للفعل الجيوبوليتيكي بين الدول، ومدى تأثيرها على استعدادات الدول وتعاطيها مع الظاهرة. ان موضوع الهجرة الذي تحول في العقد الأخير من مجرد بعد مكاني يعني أساسا الانتقال من حيز جغرافي الى اخر، تحول بفعل التغيرات البنيوية في المجتمعات والانساق والدول الى موضوع سياسة عليا في النقاشات الدورية للمنظمات والجتمعات المدنية والقانونيين والرسميين. لذلك تأتي هذه الدراسة لمعاضدة الجهود البحثية واستقصاء مدى صلابة الفرضية القائلة بأن الهجرة هي أداة جيوبوليتيكا، وستركز الورقة البحثية أساسا على الأثر العميق لظاهرة الهجرة على أوروبا باعتبارها نطاقا جغرافيا للهجرة الوافدة منذ عقود. Abstract: Herein study is included within an exploratory research on the phenomenon of migration. It comes as a research framework aiming at digging into the cognitive transformation surrounding migration as a multi-dimensional phenomenon socially, politically, economically, and anthropologically. Therefore, the research paper seeks to investigate a new dimension, which is the geopolitical, and the extent to which migration can be transformed into a tool for geopolitical action among states, and its impact on states' readiness and dealing with the phenomenon. The topic of migration, which has evolved in the last decade from simply a spatial dimension meaning the movement from one geographical area to another, has transformed because of structural changes in societies, systems, and states into a major policy issue in periodic discussions among organizations, civil societies, legal specialists and officials. As a result, this study comes to maintain research efforts and investigate the rightness of the hypothesis that migration is a geopolitical tool. The research paper will primarly focus on the profound impact of the migration phenomenon on Europe considering it as a geographical scope of coming in migration for decades
