أساليب الضبط الإداري في حماية النظام العام الخلقي

Résumé: إن الغاية الأساسية من وجود سلطات الضبط الإداري هي ضرورة حفظ النظام العام داخل المجتمع، كونه شرط جوهري لبقاء الدولة، وضمانة أساسية لممارسة الأفراد حرياتهم، ويعد النظام العام الخلقي من أبرز العناصر الحديثة لنظام العام ، لذلك تتمتع سلطات الضبط الإداري إزاء حمايته بجملة من الأساليب الإدارية، نحاول في هذه الورقة البحثية تسليط الضوء عليها، والوقوف على مدى فعاليتها في تحقيق هذه الغاية وذلك قصد اقتراح آليات لتصويبها. The primary purpose of the existence of the administrative control authorities is the necessity to preserve public order within society, as it is a fundamental condition for the survival of the state, and a basic guarantee for individuals to exercise their freedoms, and the moral public order is one of the most prominent modern elements of public order, so the administrative control authorities enjoy protection against a set of administrative methods. In this research paper, we try to shed light on it, and to determine the extent of its effectiveness in achieving this goal, in order to suggest mechanisms to correct it.
