تقييم دور هياكل التمويل والدعم في إنشاء ومرافقة المؤسسات الصغيرة والمتوسطة بالجزائر دراسة حالة: (ansej) و(cnac) خلال الفترة 2002-2016

Résumé: الملخص: تهدف هذه الدراسة إلى تقييم وإبراز الدور الذي تؤديه هياكل التمويل والدعم في إنشاء ومرافقة المؤسسات الصغيرة والمتوسطة في ظل جهود الدولة الجزائرية الرامية للنهوض بهذا القطاع باعتباره سبيل تحقيق التنمية الاقتصادية والاجتماعية، وذلك من خلال قدرة هذه المؤسسات على المساهمة في زيادة الطاقات الإنتاجية واستيعاب اليد العاملة كما تعتبر مصدرا للإبداع والابتكار ، واعتمدنا في هذه الدراسة على المنهج الوصفي التحليلي في تقيم دور هياكل الدعم والتمويل في انشاء ومرافقة المؤسسات الصغيرة والمتوسطة مركزين على دور كل من (ANSEJ)و (CNAC) خلال الفترة 2002-2016، وتوصلت إلى أنه رغم تعدد آليات تمويل وسبل دعم المؤسسات في الجزائر فهي تبقي غير قادرة على النهوض بهذا القطاع، مما يستدعي المزيد من الجهود في الجوانب المالية والتشريعية والتنظيمية. الكلمات المفتاحية: هياكل الدعم، التمويل، إنشاء المؤسسات، مرافقة المؤسسات، المؤسسات الصغيرة والمتوسطة. Summary: The aim of this study is to assess and highlight the role played by the financing and support structures in establishing and accompanying small and medium enterprises in light of the efforts of the Algerian state to promote this sector as a way to achieve economic and social development through the ability of these institutions to contribute to increasing production capacities and Is a source of creativity and innovation, In this study, we adopted the analytical descriptive approach in evaluating the role of support and financing structures in establishing and accompanying small and medium enterprises, focusing on the role of (ANSEJ) and (CNAC) during the period 2002-2016. It remains unable to promote this sector, which calls for greater efforts in the financial, legislative and regulatory aspects.
