الحوكمة المحلية كآلية لتحقيق التنمية المحلية المستقلة في ظل الشراكة المجتمعية

Résumé: ملخــص: تهدف هذه الورقة البحثية إلى إبراز دور الحوكمة المحلية في تحقيق وتعزيز التنمية المحلية المستقلة، وذلك من خلال آليات المشاركة خاصة في ظل تراجع دور الدولة في الوقت الذي بدأ فيه الحكم المحلي يظهر كمستوى للتنظيم الجيد والإطار الأكثر ملائمة داخل أقاليم الدولة بما يتوافق وخصوصيات كل منطقة، فالسياسة التنموية الهادفة هي التي تقوم على أساس الإنتقال من حالة الركود إلى حالة التقدم وتجعل من الجماعات المحلية البنية الأساسية في هرم الدولة والتعبير الواقعي عن سياستها وتعكس تدخلها العادل والمتوازن من جهة، ومن جهة أخرى يفرض عليها هذا الوضع ومن أجل تحقيق الحكامة الجيدة أن ينصهر جميع الفاعلين المحليين إعتمادا على مقاربة دينامية قائمة على الشراكة، الغاية منها خلق مناطق إقتصادية . الكلمات : الحوكمة المحلية ، التنمية المحلية، التنمية المستقلة، الشراكة Abstrac: This research paper aims to highlight the role of local governance in achieving and reinforcing independent local development, particularly through participatory mechanisms, in view of the decline in the role of the state, while local government is emerging as a level of good organization and the most appropriate framework within the state territory, in line with the specificities of each region. It is the targeted development policy that is based on the transition from stagnation to progress and makes local communities the infrastructure of the state pyramid and the real expression of their policy and reflects their fair intervention.
