الرقابة على نفقات الجماعات المحلية دراسة الحالة الرقابة على ملف تعويض الخبرة المهنية

Résumé: في ظل الأوضاع الراهنة وفي ظل النقص الحاد الذي تعاني منه الجزائر في مواردها تسعى الجزائر الى عقلنة وترشيد نفقاتها العامة من خلال إخضاعها الى جهاز رقابي فعال متمثل في الرقابة الداخلية (رقابة المراقب المالي، ورقابة المحاسب العمومي) والرقابة خارجية (رقابة المفتشية العامة للمالية، ورقابة مجلس المحاسبة). هذه الرقابة تحتوي على عدة جوانب تتميز بها عن غيرها من صور الرقابة في مواجهتها لأي إساءة للمال العام أو إهمال له وحماية للاقتصاد ككل. Abstract In light of the current conditions and in light of the severe shortage of Algeria's resources, Algeria seeks to rationalize and rationalize its public expenditures by subjecting them to an effective supervisory apparatus represented in the internal control (the supervision of the financial controller, the control of the public accountant) and the external oversight (the control of the General Inspectorate of Finance, and the control of Accounting Board). This censorship contains several aspects that distinguish it from other forms of censorship in confronting any abuse or neglect of public money and protecting the economy as a whole.
