Résumé: شكلت النزاعات المسلحة الغير الدولية تحديا وجوديا للتنظيم الدولي لتهديدها السلم والأمن الدوليين، عجزت منظمة الأمم المتحدة ومجلس الأمن باعتباره الهيئة التنفيذية من منع اندلاع هذه النزاعات أو على الأقل إيجاد حلول سياسية، دفع هذا الواقع الدولي مطالبة الرأي العام الرسمي والشعبي بضرورة إصلاح عميق لمنظمة الأمم المتحدة. تعتنق هذه الورقة البحثية مقاربة الإصلاح الداخلي لمنظمة الأمم المتحدة بالاعتماد على أحكام الميثاق ألأممي، تسجد عمليات حفظ السلام القوية للأمم المتحدة قرينة قاطعة على مكنة تفعيل عمل الأمم المتحدة. Non- international armed conflicts has constituted an existential challenge to the international organization because it threatens international peace and security. The united nations and especially the security council were unable to prevent their outbreak or at least find political solutions. This reality has prompted both official public opinion and popular to the necessity of a deep reform of the united nations organizations. This paper embraces the approach of internal reform of the United Nations, relying on the provisions of the UN charter. The strong UN peace operations proclaim the decisive evidence of the possibility of activating the work of the United Nations.
