تمثلات الفاعلون التربويون للمشكلة القيمية بالإصلاح التربوي للمنظومة التربوية الجزائرية (دراسة تحليلية لمحتوى الرسالة الإعلامية للفاعلين التربويين) Educational Actors’ Representations Of The Value Problem Concerning The Educational Reform Of The Algerian Educational System (analytical Study Of The Media Message Content Of Educational Actors)

Résumé: هدفت الدراسة إلى التعرف على تمثل الفاعلين التربويين لمشكلة الأزمة القيمية بالإصلاح التربوي للمنظومة التربوية الجزائرية، ولبلوغ أهداف الدراسة تم اعتماد المنهج الوصفي. وتوصلنا إلى أن الفاعلين التربويين يفسرون المشكلة القيمية بالإصلاح التربوي للمنظومة التربوية الجزائرية بغياب مقاييس واضحة وعلمية يقوم عليها، نتيجة توجه صناع القرار التربوي نحو قيم الأوتوقراطية وجعل القيم الأمنية للنظام السياسي أولوية على جودة التعليم، وتغييب دور الهيئات التشريعية بقطاع التربية، مما يدخل المدرسة الجزائرية في متاهات وتخبطات وصراعات اجتماعية وحزبية إيديولوجية تفقدها شرعيتها المجتمعية والعلمية، ويقترح الفاعلون التربويون فتح باب النقاش المجتمعي الجاد لإصلاح المنظومة ودسترة المجالس المشرعة للسياسات التربوية وإعطائها قوة القانون والاستقلالية لتقرر وتحدد السياسة الإصلاحية، وأخيرا إخراج الشحنة الحزبية من المدرسة وإقرار الإصلاحات من منطلقات علمية تتوافق مع منطلقات الهوية والسيادة الوطنية. This study aimed to identify the educational actors’ representation of the value crisis concerning reforming the Algerian educational system. The descriptive approach was adopted to achieve the study’s objectives. The study found that educational actors explain the value problem of Algerian educational system reform in the absence of clear and scientific measures as a result of educational decision makers’ trend towards autocratic values and prioritizing political system security over educational quality. Educational actors propose opening a serious social debate to reform the system, constitutional zing legislative councils of educational policies, giving them the legal power to decide the reform policy, and finally removing political parties from schools and establishing reforms based on scientific perspectives that correspond to the principles of identityand national sovereignty.
