Résumé: یتفق الجمیع عمى أن الصفقات العمومیة هي الأداة التي تعتمد عمیها الدولة لتنفیذ مخططاتها وتحقیقق الأهقدا المسقطرة لكقن بقالر مقن كق هقذا نقر أن هنقا ت ا زیقد مسقتمر فقي ظقاهرة الفساد خاصة في الج ا زئر ر الك الهائ من الإج ا رءات المتخذة من طر المشرع الج ا زئري لتسقییر الصقفقات العمومیقة وفققا لمقتضقیات الحوكمقة إل ا أن هنقا عقدة مخقاطر تهقدد مجقا الصفقات العمومیة والتي نجد من بینها ظاهرة الفساد. هذا بالنظر إلى الطابع الذي یكتسیه مققققققققجا الصقققققققققفقات العمومیة إذ یعتبر من أه المسا ا رت التي تتحر فیه الأموا العامة لذا وضع المشرع الج ا زئري فقي یقد الإدارة مجموعقة من الوسائ القانونیة لإتباع عدة إج ا رءات ومن بینها ممارسة الرقابة بشتى أنواعها.Everyone agrees that public transactions are the instrument on which the state relies to implement its plans and achieve its own goals ; However, we believe that corruption is increasing, especially in Algeria . Despite the massive amount of measures taken by the Algerian legislature to conduct public transactions according to the requirements of governance, there are several risks to the scope of public transactions and the phenomenon of corruption is one of them . This is due to the nature of the public transaction area , It is one of the most important paths where public money is moving ; The Algerian legislature therefore puts a range of legal means in the hands of the administration to follow several procedures, including the exercise of control of all types.
