التجربة الجزائرية في التعامل مع ظاهرة التطرف

Résumé: شكل اﻟﺘﻄﺮف ﻤﺴﺎرا ﻟﺒﻨﺎء ﻣﺼﻔﻮﻓﺔ ﻋﻘﺪﻳﺔ ﻻ تعترف ﺑﺎﳌﺮﺟﻌﻴﺔ الجزائرية اﻟﻘﺎﺋﻤﺔ ﻋﻠﻰ اﻟﻮﺳﻄﻴﺔ واﻻﻋﺘﺪال والحوار، وﻛﺬا رﻓﺾ اﻟﺪوﻟﺔ وﻣﺼﺎدرها اﻟﺘﺸﺮﻳﻌﻴﺔ واﻟﻌﻤﻞ ﻋﻠﻰ اﻧﺘﺎج ﺷﺮوﺧﺎت في اﻟﻤﺠﺘﻤﻊ ﺑﻞ وحتى اﻟﻠﺠﻮء لتبني ﻣﻘﺎرﺑﺔ إرﻫﺎﺑﻴﺔ ﻻ تعني الهوية الجامعة للمواطنين. ﻟﻘﺪ ﻋﺎﻧﺖ الجزائر ﻣﻦ وﺣﺸﻴﺔ اﻹرﻫﺎب ﻷﻛﺜﺮ ﻣﻦ ﻋﺸﺮ ﺳﻨﻮات ﻟﻮﺣﺪﻫﺎ وﻟﻮﻻ ﺗﻼﺣﻢ الجيش الوطني الشعبي واﳌﺆﺳﺴﺎت اﻷﻣﻨﻴﺔ والوطنيين لأنهارت ﻣﺆﺳﺴﺎت اﻟﺪوﻟﺔ وﻋﻤﺖ اﻟﻔﻮﺿﻰ واﻟﻼأﻣﻦ واهتزت اركان الدولة. إن اﻧﺘﺼﺎر الجزائر ﻋﻠﻰ ﻫﺬا اﻟﺘﻬﺪﻳﺪ ﻣﻜﻨﻬﺎ ﻣﻦ اﻛﺘﺴﺎب خبرة معترف ﺑﻬﺎ دوﻟﻴﺎ تتقاسمها ﻣﻊ غيرها ﻣﻦ اﻟﺪول ﺳﻮاء في ﻣﻜﺎﻓﺤﺔ اﻹرﻫﺎب أو اﻟﺘﻄﺮف بأبعاده المختلفة. وفي هذا الصدد، فإن التجربة الجزائرية غنية بالدروس فيما يتعلق بكل من الروابط بين التطرف الديني والإرهاب، وكذلك فيما يتعلق بالآليات والأدوات المؤسسية للوقاية من هذه الظاهرة ومكافحتها. ﺳﻨﺤﺎول ﻣﻦ ﺧﻼل ﻫﺬﻩ الورقة ﻋﺮض ﺣﺎل ﻋﻦ اﻟﺘﺠﺮﺑﺔ التي ﺧﺎﺿﺘﻬﺎ الجزائر في ﺗﻌﺎﻣﻠﻬﺎ ﻣﻊ ﻇﺎﻫﺮة اﻟﺘﻄﺮف واﻹرﻫﺎب ﻋﻠﻰ ﻣﺴﺘﻮيات اﻟﻮﻗﺎﻳﺔ واﳌﻜﺎﻓﺤﺔ، وهذا مع مراعاة طبيعة التطرف كطيف حركي يشمل التطرف الفكري والديني والسياسي والتطرف العنيف والارهاب. Article summary Extremism constituted a process for formulating a doctrinal matrix that rejects the algerian normative construct based on moderation, tolerance and dialogue. It rejects the state and its laws. It strived to produce societal conflicts and even resort to terrorism against collective identity. Algeria confronted the wrath of terrorism, for more than a decade. Algeria defeated this threat on its own, with a strong commitment of the National and Popular Army and security institutions wich protected the state from collapse, insecurity and anarchy. Algeria acquired internationally recognised expertise in countering terrorism and extremism. It shred its expertise and best practices with foreign partners. The Algerian experience is rich with lessons regarding the linkages between religious extremism and terrorism as well as the most suitable institutional instruments for preventing and countering this phenomena. This article will present , analytically, the Algerian experience in preventing and countering extremism and terrorism, This is taking into account the nature of extremism as a movement spectrum that includes intellectual, religious and political extremism, violent extremism and terrorism
