دور سياسة الانفاق العام في تحقيق أهداف السياسة الاقتصادية دراسة العلاقة السببية بين الإنفاق العام وأهداف السياسة الاقتصادية في الجزائر باستعمال نماذج الانحدار الذاتي Var

Résumé: ملخص: الهدف من هذه الأطروحة هو دراسة موضوع : ترشيد سياسة الإنفاق العام عن طريق تحقيق أهداف السياسة الاقتصادية، مع التطرق إلى واقع تسيير برامج الإنفاق العام في الجزائر وفق دراسة قياسية لاختبار الآثار المحتملة على أهداف السياسة الاقتصادية التي تم تحديدها وفق نظرية المربع السحري لـ (1971) N.Kaldor ، وذلك باستعمال نماذج متجهات الانحدار الذاتي. نتائج الدراسة بينت أن أثار الإنفاق العام على كل من النمو الاقتصادي، المستوى العام للأسعار، معدلات البطالة وميزان المدفوعات في الجزائر هي ضعيفة ، وهذا ما يدل على أن سياسة الإنفاق العام لم يكن لها الدور المهم في بلوغ هدف التوازن - من خلال تحقيق أهداف السياسة الاقتصادية سالفة الذكر-حتى في ظل الانفتاح على الخارج وجملة الإصلاحات المتخذة. Abstract : The aim of this thesis is to study a subject: the rationalization of public spending policy by achieving the objectives of economic policy. While addressing the reality of managing public expenditure programs in Algeria in accordance with a econometric study of possible effects on economic policy objectives which has been identified in accordance with the theory of the magic square N.Kaldor(1971),by using the Vectorial Autoregressive models (VAR). The Results of this study showed that the effect of public spending on economic growth, the general level of prices, rate of unemployment and balance of payment in Algeria are weak. Which proves that the public spending has not played an important role in achieving balance –through the achievement of the above economic policy aims- even in the context of the opening to the outside world and despite all the reforms that have been adopted.
