مَدَى تَطْبِيقْ الإدَارَةَ المَدْرَسِيِةَ لِمَبادئ الحَوكَمَة في مَدارِس الأُونُروا بمحافظات غزة وُسبل تَفْعِيلَها

Résumé: : هدفت الدراسة إلى معرفة درجة تطبيق الإدارة المدرسية لمبادئ الحوكمة في مدارس الأونروا، والكشف عن ما إذا كانت هناك فروقا ذات دلالة إحصائية بين متوسطات تقدير أفراد العينة تعزى إلى بعض المتغيرات ومن ثَم تحديد سُبل تفعيل مبادئ الحوكمة في مدارس الأونروا، وقد اتبع الباحث المنهج الوصفي التحليلي بتطبيق إستبانة على عينة مكونة من(367) معلما ومعلمة في مدارس وكالة الغوث، وتوصلت الدراسة إلى أن متوسط عام التطبيق(3.941) وبوزن نسبي(78.8%)، حيث يعتبر هذا المستوى مرتفعا، كما بينت أن مبدأ الإدامة حصل على الترتيب الأول بوزن نسبي(80.4%)، يليه في الترتيب الثاني رشادة صنع القرار بوزن نسبي(80%)، ثم مبدأ التمكين في الترتيب الثالث بوزن نسبي(79.7%)، ويليه المبادئ التالية: (البساطة والوضوح، القوانين والأنظمة ،الكفاءة والفعالية، التنافسية، المشاركة، العدالة والمساواة)، وبأوزان نسبية على التوالي: (79.3%)،(79.3%) ،(79%)،(78.7%)،(78.5%)،(78.4%)، أما مبدأي المساءلة والشفافية فهما أقل المبادئ تطبيقاً، بوزني نسبيين(77%)،(76.7%)، كما بينت أنه توجد فروق ذات دلالة إحصائية بين متوسطات درجات تقدير أفراد العينة لمدى تطبيق الإدارة المدرسية لمبادئ الحوكمة تُعزى لمتغير الجنس، ولصالح الإناث، ولا توجد فروق تعزى إلى المؤهل العلمي وسنوات الخدمة، وقد أوصت الدراسة بضرورة نشر ثقافة الحوكمة بالمدارس، وتفعيل مبادئ المساءلة والشفافية. الكلمات المفتاحية: إدارة مدرسية؛ مدارس أونروا؛ مبادئ حوكمة. Abstract: The study aimed to find out the degree of the school administration's application of the principles of governance in UNRWA schools, and to detect whether there are statistically significant differences between the mean of the estimation of the members of the sample due to some variables and then determine ways to activate the principles of governance in UNRWA schools. Analytical descriptive application of a questionnaire on a sample of(367) teachers in UNRWA schools. Relative weight(80.4%), followed by Rashad Sun The decision has a relative weight(80%), then the principle of empowerment in the third order with a relative weight (79.7%), followed by the following principles:(simplicity and clarity, laws and regulations, efficiency and effectiveness, competitiveness, participation, justice and equality), and relative weights, respectively: (79.3),(79.3%),(79.3%),(78.7%),(78.5%),(78.4%), and the principles of accountability and transparency are the least applicable, with relative weight (77%),(76.7%). It showed that there are statistically significant differences between the mean scores of the respondents' estimation of the extent to which school administration applied the principles of governance due to the gender variable and for the benefit of females.
