دور الرقابة المالية الادارية في ترشيد النفقات العمومية في الجزائر

Résumé: تهدف هذه الورقة البحثية إلى إبراز دور الرقابة المالية الإدارية في ترشيد النفقات العمومية في الجزائر، خاصة وأن الجزائر تتخبط في أزمة انهيار أسعار البترول - مع بداية الثلاثي الأخير من سنة 2014 - الذي يعتبر المورد الأساسي لتمويل نفقاتها بحيث كان له الأثر البالغ في تسجيل عجز في الموازنة وتسجيل عجز أيضا في الميزان التجاري، الأمر الذي حتم عليها إعادة النظر في السياسات الاقتصادية لا سيما السياسة المالية والتجارية. علاوة على السياسة المنتهجة والمذكورة أعلاه تبنت الجزائر إستراتيجية الترشيد الاقتصادي بحيث عمدت إلى تخفيض نفقات التسيير لسنة 2015 وذلك بتجميد التوظيف في أغلب القطاعات ما عدا القطاعات الإستراتيجية، أما بالنسبة لنفقات التجهيز فتم تجميد المشاريع الاستثمارية، وفي هذا الصدد تم التطرق في هذه الورقة البحثية إلى دور الرقابة المالية الإدارية في ترشيد النفقات العمومية كبديل إستراتيجي وفعال لسياسة تخفيض النفقات العمومية. This paper tends to highlight the role of administrative financial control in the rationalization of public expenditure in Algeria, especially in this period of oil prices collapse- with the beginning of the last third of 2014 –Oil revenues for Algeria are the main source of funding for its expenditures, and the drop in prices of this led to deficit in budget and balance of trade. This fact necessitated a review of economic policies, especially fiscal and trade ones. In addition to this, Algeria adopted a strategy of economic rationalization, which reduced the administrative expenses for 2015 by freezing employment in most sectors except the strategic ones. In this regard, the paper examines the role of administrative financial control in rationalizing public expenditure as a strategic and effective alternative to the policy of reducing public expenditure.
