آليات وسبل مكافحة الهجرة غير الشرعية في الدول الاورومتوسطية: القوانين والاتفاقيات الدولية

Résumé: إن حصر معالجة ظاهرة الهجرة غير الشرعية بناء على مقاربة أمنية فقط ترتب عن ذلك كسر قيود القوانين، وأمام تحدي بيئي أخر يعرفه العالم بأسره فان تلك الهجرة مرشحة للارتفاع في أفاق 2030. وتهدف هذه الدراسة إلى توضيح الجهود والآليات التي يتم من خلالها مكافحة ظاهرة الهجرة غير شرعية ومناقشة عدم فعالية الآليات الردعية لمكافحة هذه الظاهرة . وتوصلنا من خلال هذه الدراسة إلى أن معالجة هذه الظاهرة على المستوى الدولي والداخلي لا يعتمد على المقاربة الأمنية فقط وإنما بالاعتماد على المقاربة الاجتماعية الإنسانية. Limiting the treatment of the phenomenon of illegal immigration based on a security approach only resulted in breaking the restrictions of laws, and in the face of another environmental challenge known to the whole world, this immigration is likely to rise in the horizons of 2030. This study aims to clarify the efforts and mechanisms through which the phenomenon of illegal immigration is combated The legitimacy and discussion of the ineffectiveness of deterrent mechanisms to combat this phenomenon. Through this study, we concluded that addressing this phenomenon at the international and internal levels does not depend on the security approach only, but rather on the social and humanitarian approach.
