أمن الطاقة للاتحاد الأوربي بين مطامح السوق المشتركة والمصالح المتضاربة

Résumé: تعد ظاهرة عدم استقرار الإمدادات من الغاز الطبيعي بما يعرف بأمن الإمدادات من أهم التهديدات الأمنية للاتحاد الأوربي نظرا لحدة التبعية الطاقوية للخارج ، لذلك تبحث الدراسة في مكانة الطاقة ضمن الفكر الأمني الأوربي من حيث بناءات الهيكل الأمني الأوربي والثقافة الأمنية المشتركة ، خاصة ما تعلق منها بكيفيات أمننة الطاقة ، عبر خطاب أمني موجه لصوغ المشكل الأمن الطاقوي، لتصل الدراسة في الأخير، إلى رصد أهم العقبات في مجال كل من الهوية والخطاب الأمني الأوربي الموحّد، والحدود التي تصلها الممارسات الأوربية في هذا المجال، ومن ثم محاولة تلمس المسارات الممكنة لفعاّلية الأمن الطاقوي الأوربي. The phenomenon of non-stability of supplies of natural gas in what is known as supply security is one of the most important security threats to the European Union due to the severity of energy dependency abroad. So the study examines the energy position within the European security from the structures of the European security temple, and the common security culture, especially as it relates to energy securitization ways, through a security speech directed to formulate the energy security problem. Then the study reaches in the end, at monitor the most important obstacles in the field of both identity and the unified European security discourse, as well as the limits reached by European practices in this field, and therefore, try to explore possible paths to the effectiveness of European energy security.
