الدور التنموي للجمعيات الاجتماعية في منطقة بني ورتلان، دراسة استكشافية لجمعية ابتسامة لذوي الاحتياجات الخاصة

Résumé: الملخص: يحظى البعد الاجتماعي بأهمية مميزة ضمن أبعاد التنمية المستدامة حيث لا يمكن تصورها دون استيفاء القدر اللازم منه من قبل الفاعليين المحليين. وقد برزت في المناطق الجبلية الجزائرية وغيرها من المناطق عدة جمعيات اجتماعية ضمن هؤلاء الفاعلين التنمويين منذ تسعينيات القرن الماضي. سنتناول هذه الورقة البحثية تجربة واحدة من هذه الجمعيات العاملة على مستوى منطقة بني ورتلان الواقعة في شمال شرق ولاية سطيف حيث نحاول الإجابة فيها على الأسئلة التالية: ما هو موقع الجمعيات الخيرية ضمن النسيج الجمعوي بمنطقة بني ورتلان؟ ما هي خصوصيات جمعيات ابتسامة لذوي الاحتياجات الخاصة وخصوصيات مسار تطورها؟ ما طبيعة الدور التنموي الذي تلعبه جمعية ابتسامة من خلال نشاطاتها ومشاريعها؟ Abstract: The social dimension is of particular importance among the dimensions of sustainable development because sustainable development is unimaginable without considering it by local actors. In the mountainous regions of Algeria and elsewhere, several charitable associations have emerged among these actors since the 1990s. In this research paper, we will discuss the experience of one of these associations operating in the Beni Ourtilane region north-east of Setif. In this article we attempt to answer the following questions: What is the place of charities in the associative network of the Beni Ourtilane region? What are the particularities of the Ibtissama association for people with special needs and its evolutionary process? What role does it play in the development of this mountainous region through its various projects and initiatives?
