تفاوت فرص وتحديات تهيئة استدامة المناطق الحدودية في الجزائر

Résumé: تعتبر تنمية المناطق الحدودية وتهيئتها ذات أهمية بالغة سواء بالنسبة لسكان المناطق الحدودية وحتى بالنسبة لضمان الامن القومي للوطن ككل، خاصة في ظل تزايد التهديدات التي أغلبها ينتقل عبر الحدود وكذا التفاوت التنموي بين منطقة وأخرى، وعليه تهدف هذه الورقة البحثية إلى دراسة مختلف أنواع العقبات المتعدد الأبعاد، والتي تستمر في ظل غياب سياسة واضحة لتهيئة المناطق الحدودية، وذلك نتيجة جملة من المعوقات الطبيعية وحتى البشرية في الجزائر، وكذا استعراض الحلول الممكنة باعتبارها فرصا يمكن استغلالها لتحقيق مزايا استراتيجية، خاصة ضمن فحوى الاستقرار والحفاظ على الأمن القومي والتنمية المستدامة عن طريق الاستثمار الحدودي المستدام والمشترك. The development of border areas is very important for the inhabitants of border areas and even for ensuring national security, especially with the increasing cross-border threats, as well as regional and regional development disparities, This research paper aims to examine various types of multidimensional obstacles, which continue in the absence of a clear policy for the establishment of border areas, as a result of a number of natural and even human constraints in Algeria. and reviewing possible solutions as opportunities that could be used to achieve strategic advantages, in particular stability, national security and sustainable development through sustainable and shared border investment.
