آلیات تجسید الدیمقراطیة التشارکیة ودعائم تفعیلها علی المستوی المحلي بالجزائر

Résumé: ملخص إن اعتماد المقاربة التشاركية في تدبير شؤون المجتمع على المستوى المحلي، تعد من أهم أساليب الديمقراطية الفاعلة، ومن هذا المنطلق كانت نشأت الديمقراطية التشاركية، من أجل محاولة التفاعل مع المعطيات الاجتماعية الجديدة وحل مشاكلها عن قرب، فالديمقراطية التشاركية بهذا المعنى تضمن انخراط الجميع وتطوير التدبير المحلي والوطني عن طريق التكامل بينها و بين الديمقراطية التمثيلية، و في الجزائر أقر المشرع مبدأ الديمقراطية التشاركية وحدد آليات تجسيدها، والتي تتمثل في كل من المجتمع المدني وكذا مشاركة المواطنين، لكن تحديد هذه الآليات لم يكن كافيا لوحده، بل كان لزاما إقرار دعائم أخرى من قوانين ومراسيم وبرامج ومشاريع من أجل تفعيل هذه الآليات المجسدة للديمقراطية التشاركية خاصة على المستوى المحلي، وهو ما سعت الدراسة إليه من خلال إبراز هذه الآليات والدعائم المقررة لتجسيد مبدأ الديمقراطية التشاركية وتفعيلها محليا في الجزائر. الكلمات المفتاحية: الديمقراطية التشاركية، المجتمع المدني، مشاركة المواطنين، القوانين والمراسيم، برنامج كابدال. Abstract Adopting a participatory approach in managing community affairs at the local level is one of the most important methods of effective democracy, and from this point of view, participatory democracy was established, in order to try to interact with new social data and solve its problems closely. Participatory democracy in this sense ensures the involvement of everyone and the development of local management And the national through integration between it and representative democracy, and in Algeria, the legislator approved the principle of participatory democracy and identified the mechanisms for its embodiment, which are represented in both civil society as well as the participation of citizens, but defining these mechanisms was not enough alone, but it was necessary to approve other pillars of laws Decrees, programs and projects in order to activate these mechanisms that embody participatory democracy, especially at the local level, which is what the study sought by highlighting these mechanisms and pillars established to embody the principle of participatory democracy and its local activation in Algeria.
