تحديات رقمنة قطاع الصحة في الجزائر

Résumé: يواجه قطاع الصحة في الجزائر تحديات كبيرة تتعلق بالتحول الرقمي، تشمل مشاكل تكنولوجية وبشرية وتنظيمية. من أبرز التحديات التكنولوجية، صعوبة في البنية التحتية الرقمية واعتماد العديد من المستشفيات على الأنظمة الورقية، فضلاً عن نقص الإنترنت السريع في بعض المناطق. كما تشكل قضايا الأمن السيبراني وحماية البيانات تحديات إضافية، إلى جانب صعوبة التكامل مع الأنظمة القديمة. من الناحية البشرية، يعاني العاملون في القطاع الصحي من نقص التدريب على التقنيات الحديثة. على الصعيد السياسي، يعاني القطاع من نقص التنسيق بين المؤسسات الحكومية المعنية بالصحة وقلة التشريعات الداعمة للتحول الرقمي. لتجاوز هذه التحديات، يجب تبني استراتيجية وطنية للرقمنة، وتحسين البنية التحتية الرقمية، وتوفير برامج تدريبية متخصصة، وتعزيز التعاون بين القطاعين العام والخاص، بالإضافة إلى التوعية المجتمعية بأهمية الرقمنة في تحسين الخدمات الصحية The healthcare sector in Algeria faces significant challenges related to digital transformation, including technological, human, and organizational issues. Among the key technological challenges are difficulties in digital infrastructure, with many hospitals still relying on paper-based systems and some areas lacking high-speed internet. Cybersecurity and data protection pose additional challenges, along with the integration of legacy systems. On the human side, healthcare workers face a lack of training in modern technologies. Politically, the sector suffers from poor coordination between government health institutions and a lack of legislation to support digital transformation. To overcome these challenges, a national digital strategy should be adopted, digital infrastructure should be improved, specialized training programs should be provided, public-private sector collaboration should be encouraged, and public awareness of the importance of digitization in enhancing healthcare services should be raised.
