أثـر نظام الحكومة الإلكترونية في الأجهزة الحكومية على الأداء الوظيفي دراسة حالة بلديات ولاية ورقلة

Résumé: هدفت هذه الدراسة الى التعرف على اثر نظام الحكومة الالكترونية على الاداء الوظيفي في الاجهزة الحكومية و اقتصرت الدراسة على بلديات ورقلة لتشخيص واقع نظام الحكومة الالكترونية و مدى اثرها على الاداء الوظيفي كأهم الوظائف و اثمن الجهود و لتحقيق هذا الهدف تم استعراض الاطار النظري و المفاهيمي للموضوع قصد الوقوف على خلفيته النظرية و تمحيص الدراسات السابقة بشأنه و الاستفادة منها في تحديد المتغيرات المؤثرة على اشكالية الدراسة بوضوح والمتمثلة في اثر نظام الحكومة الالكترونية على الاداء الوظيفي بالبلديات ولاية ورقلة محل الدراسة .و كذلك دراسة العلاقة بين نظام الحكومة الالكترونية و الاداء الوظيفي و الفروق في اتجاهات العاملين وفق خصائصهم الشخصية و الوظيفية و الذي من شأنه ان يوجه اصحاب القرارات بادراك الاهمية الاستراتيجية للبلديات محل الدراسة ،ضمن المعطيات التكنولوجية الجديدة و ضرورة التأقلم معها. وفي هذا الصدد تم تصميم استبانة لغرض جمع البيانات وتوزيعها على عينة مكونة من (106) موظفا وموظفة، و قد تم استخدام الرزمة الاحصائية لتحليل بيانات الاستبانة اعتمادا على مقاييس الاحصاء الوصفي و تحليل التباين الاحادي. الامر الذي يمكننا من اختبار الفرضيات واستخلاص النتائج التي اعتمدت عليها لتقديم مقترحات ضرورية تحقق اهداف بلديات ورقلة This study aimed to identify the effect of the e-government system on job performance in government agencies. The study was limited to municipalities and regions to diagnose the reality of the e-government system and the extent of its impact on job performance as the most important jobs and most valuable effort In order to achieve this goal, the theoretical and conceptual framework of the topic was reviewed in order to stand on its theoretical background and scrutinize previous studies regarding it and benefit from them in identifying the variables affecting the problematic study clearly, represented in the impact of the e-government system on job performance in the municipalities of the state of Ouargla of the study. The relationship between the e-government system and job performance and the differences in employee attitudes according to their personal and functional characteristics, which would guide decision-makers to realize the strategic importance of the municipalities understudy, within the new technological data and the need to adapt to it.In this regard, a questionnaire was designed for the purpose of collecting data and distributing it toa sample of (106) male and female employees, and the statistical package was used to analyze the questionnaire data based on the metrics of descriptive statistics and the analysis of single variance, which enables us to test hypotheses and extract The results that I relied upon to submit necessary proposals that achieve the objectives of the municipalities of Ouargla
