الحق في السكن للفئات ذات الدخل المحدود في إطار السكن العمومي الإيجاري

Résumé: الملخص: في إطار السياسة الوطنية للسكن بادرت الجزائر إلى استحداث العديد من الصيغ لعل أبرزها السكن العمومي الإيجاري باعتباره موجه لتلبية حاجيات فئة كبيرة من أفراد المجتمع والتي تصنف ضمن الفئات المعوزة والمحرومة وغير قادرة على أن توفر بنفسها مسكنا في ظل ارتفاع تكاليف البناء أو حتى الإيجار من الخواص. الأمر الذي جعل الدولة تتدخل من أجل تنظيم هذه الصيغة السكنية بهدف تمكين مستحقيه من الحق في السكن، ولأجل ذلك أصدر المشرع الجزائري مرسوما تنفيذيا رقم 08-142 يحدد قواعد منح السكن العمومي الإيجاري. Abstract: Within the framework of the national housing policy, Algeria has initiated many formulas, perhaps the most prominent of which is rented public housing, as it is directed to meet the needs of a large group of members of society, which are classified within the needy and deprived groups and are unable to provide their own housing in light of the high costs of construction or even rent from private properties. This caused the state to intervene in order to organize this housing formula with the aim of enabling those who deserve the right to housing, and for that, the Algerian legislator issued an executive decree No. 08-142 defining the rules for granting public rental housing
