السياسة الجبائية: بين المفاضلة في التوسع في الإنفاق الجبائي و الحصيلة الجبائي

Résumé: سنحاول من خلال هذه الورقة البحثية إظهار أهمية السياسة الجبائية والصعوبات التي تواجه المفاضلة بين التوسع في سياسة الإنفاق الضريبي من جهة ،ومن جهة ثانية هدف زيادة العائدات الجبائية ومدى نجاح السياسة الأولى في البلدان المختلفة.فالتمادي في التوسع في سياسة التحفيز الجبائي كحاجة ملحّة للإنعاش الاقتصادي لها تأثير سلبي على مرد ودية الحصيلة الجبائية، ويترتب عنها ضعفا في تغطية النفقات العامة في ظل التراجع الكبير في أسعار البترول. الكلمات المفتاحية: المالية العامة ، السياسة المالية ، السياسة الجبائية ،النفقات الجبائية، فعالية سياسة التحفيز الجبائي Abstract : We will try in this copy of research to show the importance of fis-cal policy and the difficulties of choosing between the expansion of tax expenditures and the objective of increasing tax revenues and the extent of this political success in different countries. In Algeria the extension of the use of incentive tax policy as urgently needed for economic recovery has a direct negative impact on the performance of tax revenues, that leads to a lack of coverage of public spending characterized by the drastic fall in oil prices.
