علاقة منظمات المجتمع المدني بالسجناء في الجزائر: الواقع والرهانات

Résumé: الملخص: لقد ارتبط دور منظمات المجتمع المدني بجميع نواحي الحياة في المجتمع، وباعتبار المؤسسات العقابية لاسيما السجون منها من بين المؤسسات التي تضم فئة محددة من الأشخاص، الذين رغم تقييد حريتهم بتلك المؤسسات إلا أنهم يحتفظون بصفة المواطن الذي يتمتع بمجموعة من الحقوق التي يجب على الدولة أن تضمنها له. وفي هذا المجال تلعب منظمات المجتمع المدني دورا بارزا في سبيل مساعدة الدولة لضمان تلك الحقوق، إلا أن الواقع قد أفاد بأن نجاح دور هذه المنظمات مرهون بتوافر جملة من المقومات التي يعتبر غيابها بمثابة عوائق تحول دون قيام منظمات المجتمع المدني بدور فعال في إطار علاقتها بالسجن والمسجون، إلا أن هذه المعيقات يمكن التغلب عليها وبالتالي يمكن تفعيل دور منظمات المجتمع المدني في هذا المجال وذلك إذا ما توفر لها الإطار القانوني المناسب، والدعم المالي الكافي، والمزيد من الوعي لدى أفراد المجتمع ولدى المساجين ولدى أفراد هذه المنظمات ذاتها. on the availability of a number of elements whose absence is considered to be obstacles that prevent civil society organizations from playing an effective role in the context of their prison and imprisonment relationship.
