التدخل الفرنسي في مالي: دراسة في الأبعاد والمخرجات

Résumé: ملخص: تتناول هذه الورقة البحثية حصيلة التدخل الفرنسي في مالي ابتداء من جانفي 2013 إلى غاية جويلية 2021، بداية سحب القوات الفرنسية من مالي من خلال إبراز مدى فاعلية الاستراتيجية الفرنسية المنتهجة. تكمن أهمية المقال في شرح أسباب النزاع في مالي، والاستراتيجية الفرنسية المتبعة من أجل حل الأزمة المالية، و تقديم حلول موضوعية لها، بالرغم من الخسائر التي تكبدتها قواتها، إلا أنها لا يمكنها الانسحاب، نتيجة ارتباط مصالحها بمصادر تأمين الطاقة. إذ أن حصيلة التدخل الفرنسي في مالي لم تحقق الأهداف المسطرة نتيجة الكلفة الباهظة لعملية التدخل، ورفض القوى الدولية والإقليمية تقديم الدعم المادي واللوجستيكي اللازم، نتيجة لهذا غيرت فرنسا من استراتيجية التدخل في مالي وركزت على الانسحاب التدريجي وتعويض قواتها بالقوات الأوروبية والافريقية. واتبعت الدراسة المنهج التاريخي لدراسة العلاقة التاريخية التي تربط فرنسا بإفريقيا وبدولة مالي، والمنهج الوصفي التحليلي من أجل تحليل ووصف وتفسير الوقائع والأحداث أثناء وبعد التدخل الفرنسي، وتم التركيز على منهج دراسة حالة، وهي حصيلة التدخل الفرنسي في مالي. كلمات مفتاحية: التدخل الفرنسي. الأزمة المالية. الاستراتيجية الفرنسية. التهديدات الإرهابية. Abstract : This paper deals with the outcomes of the French intervention in Mali from January 2013 to July 2021, the withdrawal of the French forces from Mali. The article focuses on the explanation of the causes of the conflicts in Mali .and the French strategy to solve the Mali crisis and to provide objective solutions to it. Despite the losses incurred by its forces, it cannot withdraw, as its interests are linked to energy security sources. Consequently، the operation did not achieved the goals set due to high costs ،and the refusal of the international and regional powers to provide the necessary assistance. As a result, France changed the strategy through focusing on gradual withdrawal and compensation of its forces. The current study relies on the historical approach about the historical relationship that links France with Africa including Mali. Furthermore، the study relies on analytical approach to describe and explain the facts and events during and after the French intervention.
