ظاهرة الهجرة في العالم قراءة في المفهوم والاقتراب النظري

Résumé: الهجرة كظاهرة تاريخية كان لها نصيب في إعمار الأرض، لما لها من دور في تلاقي مجموعات بشرية متنوعة الثقافات، الأمر الذي يُؤدي إلى التلاقح الثقافي ومن ثمّ يسمح ببناء حضارة إنسانية مشتركة. فقد عرفها الإنسان قديماً وحديثاً وبحسب الظروف التي مرّ بها، فكانت الهجرة الشرعية إحدى صوّر تنقلاته من بلده الأصلي وبصورة قانونية نحو الضفة المتقدمة، ومع ظهور موجة جديدة من المهاجرين الذين يعبرون الحدود نحو الضفة الأخرى المتقدمة بطريقة غير شرعية، ظهرت الهجرة السرية أو غير النظامية أو غير الشرعية. وقضية الهجرة غير الشرعية تُعتبر إحدى أهم القضايا المعاصرة في أجندات الاهتمامات الدولية والوطنية، خصوصاً وأنّ العالم اليوم يعرف توجهاً كبيراً نحو العولمة الاقتصادية وتحرير القيود عن تنقلات الأفراد ، رؤوس الأموال والبضائع، الأمر الذي يقضي بفتح الحدود وتخفيف الحواجز الجمركية، وهذا ما كان له انعكاس على الدوّل النامية والفقيرة، ما ساهم في زيادة وتيرة الهجرة غير الشرعية نحو الدول المتقدمة من أجل تحسين الظروف المعيشية. Immigration as a historical phenomenon had a role in living on the ground, because of its importance in the convergence of different human groups, which leads to the emergence of cultural diversity, and then allows the building of a common human civilization. The human being knew it ancient and modern, and according to the circumstances it passed through, legal immigration was one of the forms of its legal transfer from its country of origin to the developed countries, and with the emergence of a new wave of immigrants crossing the borders towards the developed countries illegally, the secret or illegal immigration appeared. The issue of illegal immigration is considered one of the most important contemporary issues in the agendas of international and national concerns, especially since the world today knows a great trend towards economic globalization, and the liberalization of restrictions on the movement of individuals, as well as capital and goods, which leads to opening international borders, and reducing customs barriers, and this It has no impact on the developing and poor countries, which contributed to the increase in the frequency of illegal immigration to developed countries in order to improve living conditions.
