أثر سياسة الانفاق الحكومي على النمو الاقتصادي
Résumé: تهدف الدراسة إلى تبيان أثر سياسة الإنفاق الحكومي على النمو الاقتصادي في الجزائر للفترة (2021-1960) من خلال الإجابة على إشكالية تحديد العلاقة بين الإنفاق الحكومي والناتج المحلي. وقد تم استخدام برنامج 10Eviews من أجل تقدير نموذج متجه الإنحدار الذاتي VAR المستخلص لدراسة هذه الظاهرة وبالاستعانة بمجموعة من الاختبارات الإحصائية من أجل اختبار قوة هذا النموذج قياسيا واقتصاديا خاصة ما تعلق منها في توضيح العلاقة السببية بين المتغيرات والتحليل الديناميكي لمكونات التباين ودوال الاستجابة الفورية. جاءت النتائج المدى القصير أن 8 % من التقلبات في النمو الاقتصادي سببها الصدمات الحادثة في الإنفاق الحكومي، أما في الأجل الطويل فإن صدمات الإنفاق الحكومي تفسر ما نسبة 14 % بالمائة من التقلبات الحادثة في النمو الاقتصادي، من خلال هذه النتائج نؤكد على الدور الهام الذي تعلبه صدمات السياسة المالية في عملية النمو الاقتصادي في الجزائر في الأجل الطويل. كلمات مفتاحية: الإنفاق الحكومي، السياسة المالية، النمو الاقتصادي، الاقتصاد الجزائري، نموذج VAR Abstract: The study aims to demonstrate the impact of government spending policy on économic growth in Algeria for the period (1962-2021) by answering the question of determining the relationship between government spending and GDP. The Eviews10 program was used to estimate a VAR model to study this phenomenon, and a set of statistical tests were used to test the strength of this model both statistically and economically, especially in clarifying the causal relationship between variables and the dynamic analysis of variance components and immediate response functions. The short-term results showed that 8% of the fluctuations in economic growth are caused by shocks in government spending, while in the long term, shocks in government spending explain 14% of the sudden fluctuations in economic growth. Based on these results, we confirm the important role played by fiscal policy shocks in the process of economic growth in Algeria in the long term.
