Résumé: تركز الد ا رسة عمى البحث في الآليات الكفيمة بتفعيؿ دور البمدية في التنمية المحمية في الج ا زئر, بداية بسمات البمدية والتنمية المحمية في الج ا زئر, والوقوؼ عمى واقع التنمية المحمية الذي ميزه تأثير عدة عوامؿ قوضت قيا البمدية بدورىا المنوط بيا في تحقيؽ التنمية المحمية, مع التطرؽ للآليات المنتيجة في تفعيؿ ىذا الدور, ومدى نجاعتيا مف خلبؿ د ا رسة حالة بمدية سيدي عوف ما بيف سنتي 2021 2011 , وتوصمت الد ا رسة إلى نتيجة مفادىا - أف الآليات المنتيجة حاليا لتفعيؿ دور البمدية في التنمية المحمية رغ تنوعيا واختلبؼ تأثي ا رتيا, إلا انيا لا تحقؽ الفعالية المطم وبة, ولف يتأتى ذلؾ الا بمنح البمدية كامؿ استقلبليتيا الإدارية والمالية والتوجو نحو الأساليب اللبمركزية في الادارة المحميةThe study focuses on activating the municipality’s role in local development mechanisms in Algeria, starting with municipality and local development characteristics in Algeria, and standing on the reality of local development, which was characterized by several factors that undermined the municipality’s role in achieving local development, and its effectiveness through a case study of “Sidi Aoun” local assembly between 2011-2021. The study concluded that the currently mechanisms used to activate the role of the municipality in local development, despite their diversity and different effects, do not achieve the required effectiveness and this will only be possible by granting its full administrative and financial autonomy and moving towards decentralizing methods in local administration.
