هيئات دعم التشغيل في الجزائر مساهمة الوكالة الوطنية لتطوير الاستثمار Andi في الفترة 2002 – 2017

Résumé: تركز الجزائر كغيرها من الدول على وضع الآليات والسياسات التي ستهم في خلق مناصب العمل والخفض من حدة البطالة باعتبار ذلك عاملا مهما للاستقرار على المستويين الاجتماعي والاقتصادي ، لذا سعت الدولة لتوفير الإطار التشريعي المناسب و دعمت ذلك بإنشاء هيئات و مؤسسات حكومية تعمل على دعم وترقية التشغيل، ولهذا حاولنا من خلال هذا البحث التعرف على أهم هيئات دعم التشغيل المتمثلة في الوكالة الوطنية للتشغيل ANEM، الصندوق الوطني للتامين على البطالة CNAC ، الوكالة الوطنية لدعم تشغيل الشباب ANSEJ ثم الوكالة الوطنية لتطوير الاستثمار ANDI، كما قمنا بتسليط الضوء على المزايا الجبائية للوكالة الوطنية لتطوير الاستثمار وأثرها على خلق مناصب العمل، ومن خلال الدراسة توصلنا إلى وجود تفأبريل في معدلات التشغيل سواء تعلق الأمر بمصدر رؤوس الأموال (محلى/أجنبي) أو باختلاف قطاعات النشاط (صناعة، زراعة، خدمات ...الخ) أو باختلاف الطابع القانوني (خاص، عمومي) ...الخ ومن أهم النتائج المتوصل إليها هو ضرورة ايلاء أهمية أكثر لتحفيز الاستثمار خارج قطاع الصناعة. Algeria, like other countries, focuses on the development of mechanisms and policies that contribute to job creation and the reduction of unemployment as an important factor of social and economic stability, as a result, the state sought to provide the appropriate legislative framework and supported it by establishing government bodies and institutions that support and promote employment, through this research, we have tried to identify the main operating support agencies, namely the National Employment Agency (ANEM), the National Unemployment Insurance Agency (CNAC), the National Agency for employment support for Youth Employment (ANSEJ), as well as the National Agency for Investment Development (ANDI), and their impact on job creation The study revealed that there is a difference between the rates of job creation, whether from the source of capital (foreign or local) or the different sectors of activity (industry, agriculture, services, etc.). ) or legal nature (private or public) , and one of the most important conclusions is the need to give more importance to supporting and promoting investment outside the industrial sector
