تطبيق الهندسة الاجتماعية على النظام القبلي بمنطقة تامنغست لتفعيل دور الحركة الجمعوية في المخطط الوطني لتهيئة الإقليم – 2030 –

Résumé: سنتناول في هذه الدراسة بعض خصائص النظام القبلي في ولاية تامنغست و قوة تأثيره على الحياة العامة بالمنطقة بغية تصميم هندسة اجتماعية تمكن الحركة الجمعوية بالمنطقة من اداء دور فعال كشريك اجتماعي لتجسيد المخطط الوطني لتهيئة الاقليم – 2030 – وهذا من خلال تناول دراسات مختلفة حول القبائل التارقية والقبائل العربيةمع الوقوف على واقع الحركة الجمعوية في تامنغست مع التطرق الى بعض مبادئ الهندسة الاجتماعية عند كارل بوبر و قوصطاف لوبو وغيرهم مع تكييفها على المنظومة القبلية لكي تتقوى بها الحركة الجمعوية لتأدية دور فعال في مخططات التنمية بمدينة تامنغست. This study aims to address some features of the tribal system in the Tamanrasset region, composed primarily of Tuareg tribes and some Arab tribes, and the extent of its influence on public life in the region. It seeks also to discuss some principles of social engineering according to Karl Popper and Gustave Le Bon, with the aim of designing a social engineering that enables the associative movement in the province to play an effective role as a social partner to embody the National Territorial Development Plan - 2030 - by exploiting the impact of the tribal system over the population and contributing to smoothly applying the plan's measures for the public interest.
