الحماية الدولية لطبقة الأوزون

Résumé: تشكل ظاهرة استنفاد طبقة الأوزون خطرا كبيرا على حياة الإنسان والحيوان والنبات والبيئة، ومن تم فإن تكفل المجتمع الدولي بهذه الظاهرة أصبح أكثر من ضروري. ويمكن إدراجها ضمن القواعد الآمرة التي تستدعي تكاثف كل الجهود الدولية في أسرع وقت ممكن والتعاون جماعيا واتخاذ التدابير الهادفة إلى التقليل من المواد التي تستنفد هذه الطبقة في الغلاف الجوي، لتمكين الإنسانية جمعاء العيش في أمان ورفاهية. ولحماية طبقة الأوزون اعتمدت اتفاقية فيينا في 22 مارس 1985، بعدها في 16 سبتمبر 1987 اعتمد بروتكول مونتريال الخاص بالمواد المستنفدة لطبقة الأوزون، وقد انظمت الجزائر إليهما. The ozone depletion is a phenomenon that causes a great damage to humans, animals, plants and environment, which is why it is now more than necessary that the international community takes adequate action. This phenomenon could be introduced among the jus cogens that requires, with no delay, concerted efforts and cooperation at an international level and calls on the necessity to take measures aiming at reducing the chemical compounds that are gradually thinning this layer in the atmosphere for the purpose of creating a safe and compatible environment for humanity. To protect the ozone layer, the Vienna Convention was adopted on March 22, 1985, then on September 16, 1987 the Montreal Protocol on Substances that Deplete the Ozone Layer was adopted, and Algeria joined them.
