Résumé: ملخص: إن مكافحة الفساد الإداري والجريمة المنظمة يعتبر عاملا أساسيا للقضاء على الفقر، ذلك أن هاذين الأخيرين يشكلان معوقا أساسيا للتنمية الاقتصادية والاجتماعية. يظهر تأثير الفساد الإداري على سيرورة المرافق العامة ويحدث عدم الاستقرار السياسي والإداري ويسبب تداعيات خطيرة على إدارة الأموال العامة لأن الموارد تُحوّل في الغالب لتوفير الموارد الموازية، ولأجل ذلك لابد من تفعيل أليات الوقاية القانونية وفقا لقانوني العقوبات والوقاية من الفساد ومكافحته. كلمات مفتاحية: مكافحة، الفساد الإداري، الجريمة المنظمة، المرافق العامة. Abstract: The fight against administrative corruption and organized crime is a key factor in the eradication of poverty, as these are a major obstacle to economic and social development. The impact of administrative corruption on the public service process is reflected in political and administrative instability and has serious implications on the management of public funds, because the resources are often diverted to the provision of parallel resources. Therefore, the mechanisms of legal prevention must be activated in accordance with the Penal Code and the Law on Prevention and fight against Corruption.
