دور التسيير المفوض في تحسين مداخيل الجماعات المحلية دراسة حالة بلدية بوراشد ولاية عين الدفلى

Résumé: ملخص: يلعب المرفق العام دورا هام وفعال في تحقيق التنمية في مختلف مراحلها ومجالاتها، ونظرا لتزايد الطلب على الخدمة العمومية التي يقدمها هذا المرفق وبالتالي تزايد حجم الانفاق العمومي، أصبح من الضروري البحث عن بدائل أخرى في تسيير المرافق العامة من أجل تحقيق أكبر ايراد وبأقل تكلفة. الهدف من هذه الدراسة تسليط الضوء على أحد أهم طرق تسيير المرافق العمومية المنتجة للمداخيل لما له من دور حيوي واساسي لتحسين مداخيل الجماعات المحلية وهو ما ينعكس ايجابا عل التنمية الاقتصادية والاجتماعية من أجل تسهيل معيشة المواطن وتحسين نوعية حياته . Abstract: The public service plays an important and effective role in achieving development in its various stages and fields. In view of the increasing demand for the public service provided by this facility, and consequently the increase in the volume of public spending, it has become necessary to search for other alternatives in the management of public utilities in order to achieve the largest revenue and the lowest cost. The aim of this study is to shed light on one of the most important ways of managing income-producing public utilities because of its vital and essential role in improving the incomes of local communities, which is reflected positively on economic and social development in order to facilitate the citizen's livelihood and improve the quality of his life.
