إستراتيجية الجزائر في التصدي لظاهرة الهجرة غير الشرعية للرعاية الأفارقة

Résumé: تشهد الجزائر عبر حدودها الدولية ديناميكية جديدة لتدفق غير معهود للمهاجر الإفريقي، وخرقه للقوانين الدولية المتفق عليها للدخول والإقامة بدول الاستقبال. على إثر هذا، تحولت صحراء الجزائر إلى عاصمة الهجرة الإفريقية القادمة من الساحل الإفريقي عبر منافذ مختلفة ومسارات أكثر خطورة من السابق، وبفضل تنامي شبكات الإجرام المختصة بالتجارة بالبشر والتي تعمل على نقل المهاجرين الأفارقة غير الشرعيين إلى الحدود الجنوبية الجزائرية مقابل مبالغ باهظة. فأصبح وجودهم ملحوظا بالمدن الكبرى في الجنوب كتمنغاست وأدرار، وشمالا كالعاصمة، وقسنطينة ووهران. أمام هذه الوضعية، عملت السلطات الجزائرية على إعادة النظر في سياستها للهجرة من أجل مكافحة ظاهرة الهجرة غير الشرعية الإفريقية، بتعديل قوانينها وجعلها أكثر صرامة والعمل على تفكيك الشبكات الإجرامية. Across its international borders, Algeria is experiencing a new dynamic of an uncharacteristic influx of African migrants and violations of agreed international laws for entry and residence in receiving States. As a result, the Algerian desert has been transformed into the capital of African migration from the African coast through different entry points and more dangerous routes than before. Thanks to the growth of criminal networks involved in human trafficking, the movement of illegal African migrants to the Algerian southern border is being carried out in exchange for a large sum. They became visible in the major cities of the south, Tamanrasset and Adrar, and north as the capital, Constantine and Oran. In view of this situation, the Algerian authorities have sought to review their immigration policy in order to combat the phenomenon of African illegal migration, by amending their laws and making them more stringent and by working to dismantle criminal networks.
