الإرهاب والجريمة المنظمة عبر الوطنية، التحالفات والمصالح المتبادلة

Résumé: ملخص : على الرغم من التباين بين الجماعات الإرهابية وشبكات الجريمة المنظمة عبر الوطنية ، في التكوين والتنظيم والأهداف والأساليب، إلا أنهما قد تلجأن لبعضهما البعض ، فتتحالفان على خلفية مصلحية، سعيا لتحقيق أهدافهما . فإذا كان السلوك الإجرامي للإرهاب يقوم على الترويع لتحقيق أهداف سياسية بالدرجة الأولى ، فإن غاية ارتكاب الجريمة المنظمة هي التربح والحصول بشكل مباشر أو غير مباشر على منفعة مالية أو منفعة مادية أخرى . ولبلوغ هذه الأهداف يسعى كل منهما للاستفادة مما يمتلكه الآخر من عناصر الخبرة ووسائل ارتكاب الجريمة . Abstract : Despite the divergence between terrorist groups and transnational organized crime networks in their composition, organization, objectives and methods, they may have recourse to each other, allies on a basis of interest, in the pursuit of their objectives. While the criminal behavior of terrorism is based on intimidation to achieve essentially political objectives, the purpose of organized crime is to generate profit and obtain, directly or indirectly, a financial or other material advantage. To achieve these goals, each seeks to take advantage of other elements of expertise and the means of committing the crime.
