منصب رئيس الحكومة في النظام السياسي الجزائري

Résumé: تقوم السلطة التنفيذية باعتبارها محور النظام السياسي على ثنائية السلطة حيث نص المؤسس الدستوري في دستور 1996 على منصب رئيس الجمهورية ومنصب رئيس الحكومة، غير أن هذا الأخير لم يعرف الاستقرار من خلال التعديلات التي طرأت على دستور 1996، إذ استبدل بالوزير الأول ثم عاد المؤسس الدستوري في التعديل الدستوري سنة 2020 للأخذ بمنصب رئيس الحكومة. يملك رئيس الجمهورية صلاحية تعيين رئيس الحكومة وإنهاء مهامه وفق الشروط والضوابط التي حددها الدستور، ويتمتع رئيس الحكومة بصلاحيات حقيقية تجعل منه محور النظام السياسي، في المقابل يتحمل المسؤولية السياسية أمام المجلس الشعبي الوطني لا سيما عن طريق سحب الثقة من الحكومة. The executive authority, as the axis of the political system, is based on the duality of authority, as the constitutional founder stipulated in the 1996 Constitution the position of President of the Republic and the position of Prime Minister. However, the latter did not know stability through the amendments made to the 1996 Constitution, as it was replaced by the Prime Minister, and then the constitutional founder returned in the constitutional amendment in 2020 to take the position of Prime Minister. The President of the Republic has the power to appoint the Prime Minister and terminate his duties in accordance with the conditions and controls set by the Constitution. The Prime Minister enjoys real powers that make him the axis of the political system. In return, he bears political responsibility before the National People's Assembly, especially by withdrawing confidence from the government.
