السياسات الداعمة لقطاع السيارات الكهربائية -تجربة الصين أنموذجا-

Résumé: ملخص: تهدف هذه الدراسة إلى التعرف على أهم الاستراتيجيات المعتمدة من طرف حكومة الصين لدعم قطاع السيارات الكهربائية وتسهيل استعمالها، سواء بتخفيض الضرائب على المستثمرين والمستهلكين لهذا النوع من وسائل النقل، أو من حيث تمهيد البنى التحتية، وذلك في إطار استغلال الطاقة النظيفة. وقد تم استخدام المنهج الوصفي والتحليلي اعتمادا على احصائيات مجمعة من مراجع متعددة. وخلصت الدراسة إلى أن دولة الصين تلجأ إلى دعم نشاط البحث والتطوير في هذا المجال، بالإضافة إلى تخفيف الأعباء عن مستخدمي السيارات الكهربائية. وقد كان لتدابير سياسة الحوافز المالية تأثير إيجابي على تشجيع شركات تصنيع السيارات ضمن إطلاق خطط تصنيع السيارات الكهربائية، وتحديد استراتيجيات زيادة إقبال المستهلك على اقتناء هذا النوع من وسائل النقل. Abstract: This study aims to identify the most important strategies adopted by the Chinese government to support the electric car sector and facilitate their use, whether by reducing taxes on investors and consumers of this type of transportation, or in terms of preparing the infrastructure, in the framework of clean energy exploitation. The descriptive and analytical approach was used based on statistics collected from multiple references. The study concluded that China is resorting to supporting research and development activity in this field, in addition to alleviating the burden on electric car users. Financial incentive policy measures have had a positive impact on encouraging automobile manufacturing companies to launch plans to manufacture electric cars, and identifying strategies to increase consumer demand for purchasing this type of transportation.
