خريجي الجامعة وسياسة التشغيل في الجزائر دراسة ميدانية لعينة من العاملين في اطار برنامج الادماج المهني بمدينة تقرت بلدية تبسبست

Résumé: تهدف الدراسة المعنونة ب " خريجي الجامعة وسياسة التشغيل في الجزائر" إلى الإجابة عن التساؤل الرئيسي المتمثل في : كيفية مساهمة برنامج الإدماج المهني في الجزائر في التخفيض من مشكل البطالة ؟ وحاولنا الإجابة عنه بالإعتماد على الأسئلة الفرعية التالية: -1 كيف يقيم خريجي الجامعة سياسة التشغيل الحالية)الإدماج المهني(؟ -2 هل يراعي برنامج الإدماج المهني التخصصات الجامعية؟ -3 هل يساهم برنامج الإدماج المهني في التخفيض من مشكل البطالة؟ و لقد استخدمنا المقاربة السسيولوجية ، و اتبعنا مجموعة من الإجراءات المنهجية التي تمثلت في المنهج الوصفي وكذلك الإعتماد على مجموعة من الأدوات لجمع البيانات انطلاقا من الملاحظة مرورا بالمقابلة ثم بإستمارة الإستبيان إلى غاية الإستعانة بالإحصاءات الرسمية و التقارير وصولا لأساليب المتبعة في تحليل البيانات. وتم تطبيق هذه الأداة على عينة من العاملين في إطار برنامج الإدماج المهني بمدينة تقرت ) بلدية تبسبست( والمتمثلة في 96 عامل تم إختيارهم بالعينة العشوائية المنتظمة و تم إسترجاع ) 96 ( من اصل ) 96 ( استمارة موزعة. و أسفرت نتائج الدراسة الميدانية على أن برنامج الإدماج المهني الذي يعتبر كسياسة تشغيل في الجزائر ساهم في التخفيض من نسبة البطالة في أوساط الشباب الخريجي الجامعة وكانت كالأتي: - قيمت على أنها سياسة غامضة وغير واضحة في معالمها وهذا يرجع إلى القصور من طرف الوكالات التشغيلية للقيام بدورات إعلامية و كذلك التقصير من طرف العاملين في هذا البرنامج وعدم إطلاعهم عليه،كما اعتبر أنه برنامج استغلالي من طرف العمال الدائمين للعمال المؤقتين ولكنهم راضين عنها وذلك للخروج من شبح البطالة. - برنامج لا يراعي التخصصات الجامعية رغم ان المراسيم القانونية تفرض العمل على أساس التخصص و الشهادة و لكن حسب المنتجات التي تنتجها الدولة وبأخص الجامعة من مخرجات علمية وكوادر في التخصصات العلمية على التخصصات الأدبية مما يسبب ضغطا في مناصب شغل معينة على مناصب اخرى. - ساهم برنامج الإدماج المهني في التخفيض من نسبة البطالة.وهذا مقارنة بالإحصائيات التي توضح ان نسبة البطالة في الجزائر بلغت 6,3 % في 2613 على خلاف سنة 2616 التي بلغت 16 % The study aims titled " University graduates and employment policy in Algeria" to answer the question in the main objective : how to contribute to the professional integration program in Algeria in the reduction of the unemployment problem ? We tried to answer depending on the following sub-questions: 1-How to evaluate the graduates of the university 's policy operating current ( professional integration)? 2-Do you take into account the integration program of vocational undergraduate majors? 3-Do you contribute to the program of professional integration in the reduction of the unemployment problem? And we have used the approach Alsseologih , and we follow a set of methodological procedures which were represented in the descriptive approach , as well as relying on a set of tools to collect data from the note passing against then form is the questionnaire to the very help of official statistics and reports, and access to the methods used in the analysis of the data. This tool was applied to a sample of workers in the framework of the program of professional integration in Touggourt ( municipality Tbesbest ) and of 69 workers were selected and systematic random sample was retrieved ( 60 ) out of ( 69 ) form distributed. The results of the study and that the field of vocational reintegration program , which is run as a policy in Algeria contributed to the reduction of the unemployment rate among young people Khuraiji University were as follow. - Evaluated as the policy is vague and unclear in ruins and this is due to limitations by the operational agencies to do courses media , as well as dereliction of party workers in this program and do not inform them of it , as it was considered the program ripped off by permanent workers for temporary workers but they are dissatisfied with it so get out the specter of unemployment. - The program does not take into account undergraduate majors although the legal decrees imposed on the basis of specialization and certification , but by the products produced by the state and the University of Bo_khas outputs of scientific cadres in the scientific disciplines of literary disciplines causing pressure in certain jobs to other posts - Contributed to the program of professional integration in the reduction of the unemployment rate . This compared with statistics that show that Algeria's unemployment rate stood at 9.3 % in 2013 , unlike 2010 , which amounted to 10%
