دور الثبات التشريعي في عملية استقطاب الإستثمار الأجنبي في الجزائر

Résumé: تسلط الدراسة الضوء على الثبات التشريعي و دوره في عملية إستقطاب الإستثمار الأجنبي في الجزائر و ذلك بالدراسة و التحليل على ضوء القوانين المتعلقة بالإستثمار إلى آخر قانون الصادر سنة 2016 ألا وهو القانون 16-09 و قد تطرقت و من خلال الدراسة إلى الإستثمار و الثبات التشريعي كمفهوم ، و مظاهر إدراج و التكريس القانوني لشرط الثبات التشريعي للإستثمار في الجزائر . و في ختام دراستنا خلصنا إلى مختلف النتائج و توصلنا إلى إثارة جملة من التوصيات و الإقتراحات منها ضرورة تجنب التضخم التشريعي في مجال الإستثمار من خلال وضع تشريعات نموذجية متعلقة بالإستثمار في الجزائر قادرة على مواكبة التطورات المختلفة ، العمل على إزالة مختلف العوائق و العراقيل منها مثلا عدم وجود الثبات التشريعي The study sheds light on the legislative stability and its role in the process of attracting foreign investment in Algeria by studying and analyzing in the light of the laws related to investment to the latest law issued in 2016, namely Law 16-09 And through the study, I touched on investment and legislative stability as a concept, and the manifestations of the inclusion and legal dedication of the requirement of legislative stability for investment in Algeria. And at the conclusion of our study, we came to various results, and we reached to raise a number of recommendations and suggestions, including the need to avoid legislative inflation in the field of investment through the development of model legislation related to investment in Algeria capable of keeping pace with various developments, working to remove various obstacles and obstacles, including, for example, the lack of The existence of legislative stability
