Résumé: In the last decade, small and medium enterprises sector took a great importance andplayed a considerable role in the development of the national economy. But, with theincreasing speed of changes and the intensity of competition with its complexity, the survivaland continuation insurance of this type of enterprises and improving their roles has becomesubjected to a several challenges, notably those associated with the human resource, sincetheir success is linked to the extent provided by a strong organizational culture that achieves acompetitive advantage. Therefore, this study aims at identifying the impact of organizationalculture prevailing on the performance of human resources in a sample of small and mediumenterprises in Ouargla. A questionnaire is adopted as a head tool in the collecting data, and itis applied to a random sample of 100 workers in 4 small and medium enterprises in Ouargla.Besides, SPSS 19 program has been used in processing and analyzing the study data.Ultimately, the presented study found that there is a considerable effect of the prevailingorganizational culture on the human resources performance in small and medium enterprisesin Ouargla. Participation in decision-making as well as the commitment and time respectaffect on the performance of human resources. Also, creativity and innovation in theenterprise have a significant impact on performance; while the collective work and team spiritdo not affect the performance of human resources in the studied small and mediumenterprises.
