أثر تقلبات أسعار البترول على التنمية البشرية – حالة الجزائر- دراسة قياسية باستخدام نماذج Var

Résumé: تهدف هذه الورقة البحثية إلى دراسة أثر تقلبات أسعار النفط على التنمية البشرية في الجزائر، وهذا لاعتبارين أساسين: يتمثل الأول في الاعتماد الكبير للجزائر على قطاع المحروقات والثاني يتمثل في التنمية البشرية كتوجه جديد للتنمية، ومن أجل تحقيق هذا الهدف تم اعتماد المنهج الوصفي التحليلي والكمي بجمع ومعالجة وتفسير المعلومات اللازمة للاستفادة منها في موضوع الدراسة. في الأخير خلصت الدراسة إلى وجود أثر معنوي إيجابي لأسعار البترول على التنمية البشرية ينتقل عبر الإنفاق العمومي والنمو الاقتصادي وصولا إلى التنمية البشرية. This paper aims to study the impact of Oil price fluctuations on human development in Algeria and this is for two fundamental considerations: 1) the heavy reliance of Algeria on the hydrocarbon sector, 2) the human development which is considered as a new trend to the development and where the human is considered both as a means and as a goal at the same time. The study conclude that there is a significant positive impact to Oil prices on the human development, this impact is transmitted from public expenditure to the economic growth down to the human development.
