دور برنامج الري الفلاحي في تسيير الثروة المائية في الجزائر-دراسة حالة عين الحجل (المسيلة) -الجزائر-

Résumé: ملخص: تهدف هذه الدراسة إلى تسليط الضوء على أهمية الموارد المائية في الجزائر، والتي تتنوع حسب الطبيعة الجغرافية للبلاد كما تعد ذات استخدام واسع يجعلها عرضة للندرة، خاصة في حالة الاستهلاك المفرط والهدر ولضمان الاستمرارية بالتزويد بها سواء الموارد المائية التقليدية أو غير التقليدية لحيوية وجب تسييرها وفق مبدأ رشيد وهو الإدارة المتكاملة للموارد المائية. ويعتبر تخصيص الموارد المائية حسب القطاعات من أحد طرق تسييرها حيث يخصص نوع من الموارد لاستخدام معين والذي يضمن التزويد المستمر به، ومن أبرز القطاعات القطاع الفلاحي والذي يعتمد في الأساس على الموارد المائية فخصصت بذلك الجزائر المياه الجوفية للري الفلاحي بشكل أساسي، ومن ضمن نماذج تسيير برنامج الري الفلاحي تتخذ هذه الدراسة من القطاع الفلاحي بعين الحجل بولاية المسلة نموذجا. الكلمات المفتاحية: الموارد المائية، التقليدية، الموارد غير التقليدية، الإدارة المتكاملة، الري الفلاحي، عين الحجل (الجزائر). تصنيفات JEL :Q25,Q28,Q15,Q55. Abstract: This study aims to highlight the importance of water resources in Algeria, which vary according to the geographical nature of the country, it is also of wide use that makes it vulnerable to scarcity, especially in the case of excessive consumption and waste, so to ensure continuity in supplying it, whether traditional or non-traditional water resource it must be managed according to a rational principle, which is the principle of integrated water resources management.
